About the Role
The Capital Planning Analyst plays a vital role in supporting federal IT investments by analyzing spend plans, developing business cases, and managing portfolios. This position requires strong technical skills, particularly in Excel, as well as excellent communication and collaboration abilities. As part of the PBG team, the Capital Planning Analyst will work closely with senior leadership and stakeholders to ensure the successful execution of IT investments.The day-to-day responsibilities of this role involve developing and validating investment artifacts, analyzing spend and contract data, and drafting documentation for federal audiences. The ideal candidate will have experience working with federal agencies, a strong understanding of Earned Value Management, and the ability to communicate complex information effectively.

What You Will Do
- Develop and validate business cases, investment artifacts, and supporting data for federal IT investment health reviews
- Analyze spend plan and contract data to align investment projects with approved funding and projections
- Ensure EVM approaches are consistent with both traditional and agile development models
- Draft AAR Cover Memos and complete AAR shells within AgMAX 2.0
- Maintain AAR SharePoint libraries and related documentation repositories
- Develop corrective action plans
- Communicate analysis and recommendations across all levels, from technical SMEs to senior federal leadership
- Support portfolio data calls, business case reviews, and gate review preparation as directed
- Collaborate with senior leadership and stakeholders to ensure the successful execution of IT investments
- Stay up-to-date with industry trends and best practices in Earned Value Management and IT investment management
What We Are Looking For
- 2+ years of CPIC experience supporting federal programs
- Demonstrated knowledge of Earned Value Management (EVM), including performance measurement, forecasting, and variance analysis
- Experience analyzing spend plans and investment-level contract data
- Ability to draft clear, concise documentation for federal audiences at various levels
- Excellent written and verbal communication skills
- Strong technical skills, particularly in Excel
- Experience working with federal agencies and stakeholders
- Ability to work collaboratively in a virtual environment
- Strong problem-solving and analytical skills
- Bachelor's degree in a related field, such as business administration, finance, or IT
Nice to Have
- Experience with AgMAX 2.0 for AAR submission and management
- Familiarity with OMB A-11 and federal IT investment lifecycle governance
- Certification in Earned Value Management or a related field
- Experience working with senior leadership and stakeholders
- Knowledge of IT investment management best practices and industry trends
