Job Description

About the Role

The Capital Planning and Investment Control Lead role at General Dynamics Information Technology is a critical position that entails supporting the Federal Office of Child Support Enforcement in ensuring IT investments meet reporting requirements. This role is part of the Program Delivery and Execution job family and requires a deep understanding of IT investment management, risk management, and continuous process improvement. As a leader in this field, the successful candidate will be responsible for advising and assisting the customer in implementing internal processes and ensuring reporting compliance consistent with Federal IT investment requirements.

The role is currently remote, with the customer site located at the Department of Health and Human Services Mary Switzer Building near Federal Center Southwest in Washington, D.C. Periodic on-site attendance may be requested as needed. The team provides program support to the Office of Child Support Enforcement to manage and monitor the development, implementation, operation, maintenance, technical support, and enhancement of the division's systems and services.

What You Will Do

  • Advise and assist the customer with implementing internal processes and ensuring reporting compliance consistent with Federal IT investment requirements
  • Support the annual submission of the Agency IT Portfolio summary and IT Portfolio Details for all of OCSE’s IT Investments
  • Assist federal staff in implementing, monitoring, and documenting all portfolio activities to demonstrate compliance with CPIC
  • Collect, analyze, brief, and advise the client on governmental guidance and requirements related to CPIC and Enterprise Architecture
  • Support monthly and annual reporting to OMB’s IT Dashboard, including investment performance updates and variance reporting
  • Coordinate across tasks/subtasks to support Enterprise Architecture, TBM, risk, and other reporting as it applies to OCSE’s IT Portfolio
  • Work with the Government to create and maintain templates and internal processes for CPIC deliverables
  • Lead the identification, development, and collection of data for CPIC reporting requirements
  • Collaborate with many stakeholders, including the ACF and HHS offices of the Chief Information Officers
  • Provide strategic and operational support for the Division of Federal Systems for the Office of Child Support Enforcement

What We Are Looking For

  • 5+ years of related experience in IT investment management, program management, or a related field
  • Strong understanding of IT investment management principles, including CPIC and Enterprise Architecture
  • Experience with risk management, continuous process improvement, and taking initiative
  • Excellent communication and collaboration skills, with the ability to work with various stakeholders
  • Strong analytical and problem-solving skills, with the ability to collect, analyze, and brief data
  • Proficiency in Excel and other Microsoft Office tools
  • Ability to work independently and collaboratively in a virtual environment
  • Familiarity with Federal IT Portfolio management and reporting
