About the Role
The Capital Planning Investment Control Business Analyst Lead role at Aretum is a unique opportunity for experienced professionals to oversee CPIC and portfolio management activities. This position involves working closely with federal Capital Planning leadership and managing a team of analysts and subject matter experts. As a lead, you will be responsible for ensuring the quality and alignment of business cases, EVM reports, and investment manager support with OMB guidance and IT governance processes.Day-to-day responsibilities will include managing strategic planning, budget formulation, spend planning, and investment baselines. Strong communication and mentoring skills are essential, as you will be working with various stakeholders, including federal customers and internal teams. What You Will Do
- Develop, maintain, and quality-check Business Cases (OMB300 equivalents), EVM reports, and AAR submissions
- Ensure alignment with OMB guidance, IT governance processes, and investment lifecycle activities
- Manage Strategic Planning, Budget Formulation, Spend Planning, and Investment baselines
- Oversee the development and maintenance of portfolio data call requirements
- Mentor and lead Capital Planning Analysts and SMEs
- Prepare for and lead gate review preparation
- Determine the course of action to resolve various Capital Planning issues
- Collaborate with federal customers to understand their needs and set priorities
- Manage and quality-check FBC business case structures
- Develop and maintain Investment Manager support
What We Are Looking For
- 8+ years of CPIC experience
- Bachelor's degree (4 years of additional experience is acceptable in lieu of a degree)
- Strong knowledge of OMB A-11
- Experience mentoring analysts and leading gate review preparation
- Ability to understand the needs of the government customer, set priorities, and provide direction to the team
- Strong Excel skills
- Familiarity with FBC business case structures and portfolio data call requirements
Nice to Have
- Prior experience working in a federal consulting organization
- Knowledge of IT governance processes and investment lifecycle activities
- Experience with Controlled Unclassified Information (CUI) and applicable safeguarding and compliance requirements
