Job Description

About the Role

The Deputy Director, Non-Incentive Programs plays a key leadership role within CALSTART's Clean Fuels & Infrastructure team. This position is responsible for driving the execution and delivery of high-impact, non-incentive zero-emission transportation initiatives. The role requires a strategic thinker who can translate portfolio strategy into actionable workplans and oversee complex projects from planning through delivery. The ideal candidate will have a strong focus on execution, accountability, and continuous improvement.

The Deputy Director will serve as a central integrator across technical, policy, and market-facing teams. This role will supervise project managers and technical staff, support professional development, and contribute to business development and strategic growth of CALSTART's non-incentive portfolio. The Deputy Director will help advance CALSTART's mission by ensuring projects are delivered on time, on budget, and in close partnership with members, utilities, and stakeholders working to accelerate the transition to zero-emission transportation.

What You Will Do

  • Lead execution of non-incentive clean transportation projects, overseeing day-to-day delivery of complex zero-emission transportation initiatives
  • Supervise and develop staff, including project managers and technical team members
  • Translate portfolio strategy into action, working closely with the Senior Director to convert organizational priorities into executable project plans
  • Serve as a cross-functional integrator, coordinating closely with policy, other CALSTART initiatives, and non-initiative teams
  • Ensure delivery excellence and continuous improvement, tracking milestones, KPIs, and outcomes
  • Proactively identify risks and implement corrective actions and process improvements
  • Develop and maintain strong relationships with key stakeholders, including members, utilities, and partners
  • Collaborate with the Senior Director to develop and implement business development strategies
  • Support the development of proposals, reports, and other materials to secure funding and promote CALSTART's work

What We Are Looking For

  • 5+ years of experience in a related field, such as transportation, energy, or environmental policy
  • Proven track record of managing complex projects and teams
  • Strong understanding of the clean transportation sector, including zero-emission vehicle technologies and infrastructure development
  • Excellent leadership and management skills, with the ability to motivate and develop high-performing teams
  • Strong analytical and problem-solving skills, with the ability to analyze complex data and develop creative solutions
  • Excellent communication and interpersonal skills, with the ability to build strong relationships with stakeholders
  • Experience with project management tools, such as Asana or Trello
  • Experience with data analysis and visualization tools, such as Excel or Tableau
