About the Role

As a Public Policy Analyst at Gainwell Technologies, you will be part of a team dedicated to enhancing the health and well-being of vulnerable populations through the effective use of technology and data-driven insights. Your expertise will be crucial in shaping the Patient-Centered Medical Home (PCMH) program, focusing on improving quality of care, patient outcomes, and healthcare efficiency while minimizing costs. You will work closely with state stakeholders, guiding them on PCMH program direction and tradeoffs, and collaborating with internal teams to promote transparency and alignment in program performance measurement practices.

Day-to-day, you will apply your deep data expertise and policy insight to influence incentive measure design, ensuring that the program's measures have the greatest impact on care delivery. Your understanding of how incentive measures influence provider behavior, healthcare outcomes, and the broader healthcare delivery ecosystem will be essential in driving program effectiveness.

What You Will Do

  • Play a critical role in shaping PCMH program effectiveness measurements and incentive payment strategies to align with client program, policy, and organizational goals.
  • Serve as a strategic advisor to state stakeholders on PCMH program direction and tradeoffs.
  • Take a leading role in helping the state document, interpret, develop, and enhance PCMH program policies and procedures.
  • Research national incentive methodologies, PCMH program operations, and the broader healthcare delivery ecosystem to recommend program improvements.
  • Assess the impact of incentive metric changes, policy updates, and funding options on Arkansas Fee-for-Service (FFS) providers.
  • Own the translation of business needs into clear data, system, and policy requirements.
  • Work with and guide the Data Analyst team to apply advanced analytical techniques to analyze large datasets and evaluate costs, trends, and reimbursement outcomes.
  • Synthesize analytic outputs to inform program design and identify areas for further analysis.
  • Help lead Gainwell’s team in the design, development, and implementation of incentive payment methodologies for PCMH providers.
  • Monitor State and Federal PCMH policy changes—with an emphasis on Arkansas Medicaid—and assess their operational and financial impact.
  • Partner with internal teams, business leaders, and external stakeholders to promote transparency and alignment in PCMH program performance measurement practices.
  • Prepare high-quality written analyses, presentations, and recommendations for leadership, clients, and technical teams.

What We Are Looking For

  • 5+ years of experience in business analysis, financial modeling, health policy analysis, or a related field.
  • Master’s degree in Public Policy, Health Policy, Public Health, Public Administration, Health Data Analytics, or a related discipline.
  • Strong understanding of healthcare policy, particularly within the context of Medicaid and the Patient-Centered Medical Home model.
  • Excellent data analysis skills, with the ability to apply advanced analytical techniques to complex datasets.
  • Experience with Excel and other data analysis tools.
  • Strong communication and collaboration skills, with the ability to work effectively with cross-functional teams and external stakeholders.
  • Ability to think critically and strategically, with a focus on driving program effectiveness and improving healthcare outcomes.

  • Experience working with state or federal healthcare policies.
