About the Role
The Human Resources Manager serves as Prosync's senior HR expert, overseeing end-to-end human resources functions across a multi-state workforce. This role requires a unique blend of strategic planning and hands-on execution, driving workforce strategy, ensuring compliance, and shaping a highly effective and engaged distributed team. As a key member of the team, the Human Resources Manager will work closely with leaders to forecast needs, identify gaps, and align talent to mission and contract requirements.The role entails day-to-day management of HR operations, including employee relations, benefits administration, and compliance. The ideal candidate will have a deep understanding of federal, state, and local employment laws, with expert-level knowledge of California HR requirements. The Human Resources Manager will also lead culture-building and engagement programs, plan and coordinate events, and develop HR communications and employee education campaigns.

What You Will Do
- Serve as the primary HR contact for employees and leaders, providing guidance on policies, employee relations, and people operations
- Maintain strict compliance with federal, state, and local employment laws, with expert-level knowledge of California HR requirements
- Oversee company-wide policy development, updates, Employee Handbook management, and state-specific addenda
- Complete and submit all HR compliance reporting, including VETS-4212, EEO-1, ACA, and OSHA 300 logs
- Lead employee relations investigations, corrective actions, and risk mitigation efforts
- Oversee I-9s, employment eligibility, personnel file integrity, and HR recordkeeping
- Support internal and external audits, including HR, payroll, and government contract audits
- Conduct regular payroll and personnel audits, with a focus on California payroll accuracy and PTO accrual rules
- Administer all benefit programs, including health, dental, vision, life, and voluntary plans
- Lead Open Enrollment strategy, communication, and execution
- Manage compensation actions, salary analysis, and pay accuracy across states
What We Are Looking For
- 5+ years of experience in human resources, with a focus on HR operations, compliance, and risk management
- Expert-level knowledge of federal, state, and local employment laws, with a focus on California HR requirements
- Proven experience in managing a distributed workforce and driving workforce strategy
- Strong understanding of HR systems, technology, and process automation
- Excellent communication and interpersonal skills, with the ability to work with employees and leaders at all levels
- Experience with benefits administration, including health, dental, vision, and life insurance
- Knowledge of payroll operations, including California payroll accuracy and PTO accrual rules
Nice to Have
- Experience with HRIS systems, such as Unanet or Paycom
- Knowledge of federal contracting requirements, including SCA and OFCCP
- Certification in HR, such as SHRM-CP or PHR
- Experience with employee relations investigations and risk mitigation efforts
