About the Role
The Manager, Technical Procurement, will play a pivotal role in supporting the growth of World Fuel Services' Cardlock and Retail fuel operations across the United States. This high-impact position will be responsible for managing the end-to-end procurement lifecycle for capital construction and facilities projects, ensuring that all projects are delivered on time, within budget, and in compliance with safety and regulatory requirements. As a key member of the team, the successful candidate will partner closely with operations and project teams to drive project delivery and ensure strong supplier performance throughout project execution.The ideal candidate will thrive in a fast-paced, project-driven environment, leveraging their expertise in construction, facilities, or capital project procurement to drive results. With a strong focus on stakeholder management, the Manager, Technical Procurement, will need to build and maintain effective relationships with a range of stakeholders, including project managers, operations leaders, and vendors.
What You Will Do
- Lead sourcing and competitive bid processes for construction and facilities projects, including civil works, fueling systems, equipment installation, and site upgrades
- Develop scopes of work, manage RFPs, and evaluate contractor proposals
- Build and manage a strong network of contractors across the Southwest region
- Conduct supplier due diligence across safety, capability, and financial stability
- Draft, negotiate, and manage construction contracts and MSAs
- Ensure proper controls, including insurance, bonding, lien waivers, warranties, and change orders
- Partner with Legal, HSE, and Finance to ensure compliance and mitigate risk
- Manage contracts throughout the full lifecycle
- Support sourcing and contracting for ongoing repair and maintenance programs across multiple sites
- Establish performance expectations and service levels for contractors
- Monitor supplier performance across safety, quality, cost, and responsiveness
What We Are Looking For
- Proven experience in construction, facilities, or capital project procurement
- Experience sourcing and managing contractors and vendors for site-based projects
- Strong experience negotiating construction contracts and agreements
- Ability to operate in a hands-on, project-driven environment
- Strong stakeholder management skills across operations, project management, and finance
- Excellent communication and interpersonal skills
- Ability to work in a remote environment and collaborate with distributed teams

- Experience in oil & gas, fuel, retail, or multi-site operations
- Exposure to gas station, convenience retail, or industrial site environments
