About the Role

The Operations Enablement Program Manager, User Safety & Risk Operations, will play a critical role in ensuring the safety and integrity of Openai's platforms. As a leader in the Trust, Safety & Risk Operations teams, this individual will be responsible for developing and implementing strategies to safeguard users, products, and the company from potential risks. The ideal candidate will have a strong background in operations management, with a focus on trust and safety, and experience in leading high-performing teams.

The successful candidate will be part of a dynamic team that operates at the intersection of operations, compliance, user trust, and safety. They will work closely with cross-functional stakeholders, including Legal, Policy, Engineering, Product, and external partners, to ensure that Openai's platforms remain safe, compliant, and trusted by a diverse, global user base.

What You Will Do

  • Lead and coach a regional team of Safety Response Analysts, ensuring high performance, engagement, and consistent decision quality.
  • Own regional operational outcomes, including utilization, SLA adherence, backlog health, and quality benchmarks.
  • Handle and oversee the most complex and high-risk cases, serving as the first line of escalation and incident lead for your region.
  • Contribute directly to frontline work, including investigations, enforcement decisions, and regulatory or legal escalations.
  • Partner cross-functionally with Product, Policy, Legal, Investigations, and local market teams to execute safety outcomes and manage risk.
  • Drive operational excellence and continuous improvement, improving workflows, tools, automation, and escalation paths.
  • Identify emerging risks and trends, translating frontline insights into actionable recommendations for policy, product, or enforcement.
  • Develop and maintain metrics and reports to measure the effectiveness of safety and risk operations.
  • Collaborate with the Global Safety Response Operations team to ensure consistency and alignment across regions.

What We Are Looking For

  • 5+ years of experience in Trust & Safety, Risk Operations, Investigations, Fraud, Annotation, or platform integrity.
  • 4+ years of people leadership or senior-level operational ownership.
  • Strong decision-making skills in ambiguous, high-risk environments, with the ability to balance speed, accuracy, and defensibility.
  • Excellent communication skills, with the ability to clearly and credibly articulate complex safety and risk decisions.
  • Ability to translate between frontline operations and strategic stakeholders, turning messy real-world cases into structured insights.
  • Familiarity with content moderation, user safety, fraud, or developer risk frameworks, including legal, policy, and regulatory requirements.
  • Experience working in a fast-paced, dynamic environment, with a strong ability to adapt to changing circumstances.
  • Proficiency in Excel and other productivity tools.
  • Strong analytical and problem-solving skills, with the ability to analyze complex data and develop actionable insights.
