About the Role

The Program Manager I - Emergency Response and Recovery, EMEA role at CRS is a critical position that requires strong technical expertise and project management skills. As a key member of the emergency response team, you will be responsible for managing and providing technical oversight of the development and implementation of emergency response and recovery programming. This role entails working closely with various stakeholders, including program offices, partners, and technical departments, to ensure high-quality programming and effective response to emergencies.

The successful candidate will have a deep understanding of emergency response and recovery principles, as well as experience working in a fast-paced, dynamic environment. You will be responsible for managing a team and providing coaching, guidance, and technical oversight to ensure that projects are delivered on time, within budget, and to the required quality standards.

The role is part of a global emergency response initiative designed to deliver timely, life-saving humanitarian assistance in rapidly evolving crises worldwide. Over 18 months, the program enables fast, flexible action to address urgent needs arising from sudden shocks and protracted emergencies. As a Program Manager I, you will play a critical role in supporting the establishment and strengthening of program functions, including hazard and risk mapping, response planning, MEAL readiness, and donor communication channels.

What You Will Do

  • Manage and provide technical oversight of the development and implementation of emergency response and recovery programming
  • Support the establishment and strengthening of program functions, including hazard and risk mapping, response planning, MEAL readiness, and donor communication channels
  • Work closely with program offices, partners, and technical departments to ensure high-quality programming and effective response to emergencies
  • Provide coaching, guidance, and technical oversight to team members to ensure that projects are delivered on time, within budget, and to the required quality standards
  • Oversee technical assistance and capacity strengthening activities in emergency response and recovery for staff and partner organizations
  • Lead the development of program learning, identify opportunities for learning, research, and publications in emergency response and recovery, and implement MEAL policy
  • Facilitate the dissemination of promising practices and lessons learned to contribute to the agency's knowledge management agenda
  • Ensure integration of innovations and best practices in emergency response and recovery programming
  • Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the program office emergency response and recovery portfolio
