Job Description
About the Role
The Program Manager role at General Dynamics is a critical position that oversees complex programs related to Medicare and Medicaid. As a senior program manager, you will be responsible for managing the cost, schedule, and technical performance of programs or subsystems of major programs. You will also act as the customer contact for program activities, leading program review sessions with the customer to discuss cost, schedule, and technical performance.In this role, you will have the opportunity to work on high-impact projects that drive impactful mission outcomes for the Centers for Medicare & Medicaid Service. You will lead diverse teams to deliver strong value and outcomes to the customer through advanced analytics and fraud detection techniques.
The ideal candidate will have at least 10 years of experience in program management, with a focus on Medicare and Medicaid. You will also have a strong background in analytical thinking, cost management, and data analytics.
What You Will Do
- Manage the cost, schedule, and technical performance of programs or subsystems of major programs
- Coordinate the preparation of proposals, business plans, proposal work statements, and specifications, operating budgets, and financial terms/conditions of contract
- Act as customer contact for program activities, leading program review sessions with the customer to discuss cost, schedule, and technical performance
- Establish concepts around operational activities, including external engagement, and develop criteria for engineering efforts for product research
- Coordinate on studies and white papers surrounding healthcare management activities
- Develop or expand service offerings in coordination with value-driven Government needs
- Direct the work of employees assigned to the program from technical and administrative areas
- Direct work and have responsibility for managing a function that includes multiple related departments or disciplines
- Maintain clear communication with CMS clients, project team, and corporate leadership
- Demonstrate strong leadership skills and serve as a liaison between all key personnel serving this contract
What We Are Looking For
- Bachelor's degree and at least 10 years of experience in program management, with a focus on Medicare and Medicaid
- Experience in leading analytic teams to conduct fraud, waste, and abuse detection in Medicare or Medicaid
- Strong background in analytical thinking, cost management, and data analytics
- Experience with advanced analytics and fraud detection techniques
- Strong leadership skills and ability to serve as a liaison between key personnel
- Ability to maintain clear communication with clients, project team, and corporate leadership
- Experience with contract requirements, including quality assurance in products and services, cost control, timeliness, and business relations
Nice to Have
- Experience with CMS data and analytic methods
- Knowledge of the FWA landscape and experience conducting analytics to detect Medicare and/or Medicaid FWA
- Experience leading healthcare analytics for FWA detection
- Certification in program management or a related field
