About the Role
The Program Manager position at PBG is a senior leadership role responsible for the full delivery and oversight of all work under project supporting CPIC & Financial Management Support Services. This role is the primary interface with the customer and holds overall accountability for quality, schedule, security, and compliance. As a key member of the team, the Program Manager will be responsible for coordinating and integrating the work of Capital Planning and Financial Management teams.Day-to-day, this role entails senior oversight across all tasks, ensuring delivery quality, schedule compliance, and contract performance. The successful candidate will be responsible for developing and maintaining the Program Management Plan, Monthly Work Plans, and Status Reports, as well as leading onboarding, transition planning, and off-boarding activities throughout the contract lifecycle.
What You Will Do
- Provide senior oversight across all tasks to ensure delivery quality, schedule compliance, and contract performance
- Serve as the primary point of contact for the customer, managing expectations and ensuring seamless communication
- Coordinate and integrate the work of Capital Planning and Financial Management teams to achieve project goals
- Develop and maintain the Program Management Plan, Monthly Work Plans, and Status Reports to ensure transparency and accountability
- Lead onboarding, transition planning, and off-boarding activities throughout the contract lifecycle
- Ensure adherence to FITARA, Technology Business Management (TBM) frameworks, and CPIC processes
- Manage personnel to ensure team quality, security compliance, and schedule adherence
- Identify and mitigate programmatic risks, escalating issues appropriately to federal leadership
- Brief senior federal leaders on project progress and outcomes
- Collaborate with cross-functional teams to achieve project objectives
What We Are Looking For
- 7+ years of experience managing federal IT portfolio, capital planning, or financial management support contracts
- Demonstrated experience as a primary interface with federal government CORs and contracting personnel
- Proven ability to manage multi-functional teams in a fast-paced, high-visibility federal environment
- Familiarity with FITARA, TBM, OMB A-11, and CPIC governance processes
- Experience with federal shared-cost IT environments and interagency agreements (IAA)
- Strong written and verbal communication skills, with the ability to brief senior federal leaders
- Ability to work in a remote environment, with excellent time management and organizational skills
Nice to Have
- PMP (Project Management Professional) or PgMP (Program Management Professional) certification
- Prior experience supporting USDA or FPAC agency programs
- Familiarity with investment review processes and federal shared-cost models
