About the Role

The Project Officer role at Singapore Public Service is a fully remote, contract position till December 2026. As a key member of the payments development team, you will support the delivery of national payment projects, working closely with industry stakeholders, financial institutions, and regulatory bodies. Your day-to-day responsibilities will include analyzing key trends driving payments innovation, understanding governance models, and deriving lessons for Singapore's payment landscape.

The role requires strong understanding of payment systems, local and global payments landscape, financial technology, and banking industry trends. You will be working independently and as part of a larger team, so excellent communication and interpersonal skills are essential.

What You Will Do

  • Shape national strategies and plans for the development of Singapore's payment infrastructures
  • Analyze key trends driving payments innovation, cross-border payments, and governance models
  • Work closely with payments ecosystem stakeholders to co-create payment strategies
  • Develop comprehensive project plans, timelines, and milestones for successful implementation
  • Manage expectations and build trust and shared objectives between different stakeholder groups
  • Coordinate implementation of payment strategies with industry stakeholders and financial institutions
  • Derive lessons for Singapore from other countries' investments in payments infrastructures
  • Identify opportunities for collaboration and partnership with key industry players
  • Support the delivery of national payment projects, ensuring successful implementation within scope and timeline

What We Are Looking For

  • Bachelor's degree in a business, finance, technology, or related field
  • Solid experience in successful project management on payments/banking technology projects
  • Relevant experience in driving digital payments and financial technology development/implementation
  • Strong understanding of payment systems, local and global payments landscape, financial technology, and banking industry trends
  • Demonstrated expertise in strategic planning and execution, with strong understanding of project management methodologies
  • Effective communication skills, with the ability to positively influence across all levels of internal and external stakeholders
  • Strong verbal and written communication skills
  • Strong analytical and problem-solving skills
