About the Role
The Proposal Manager position at Openai is a key role within the OpenAI for Government team, which is dedicated to leveraging frontier AI to transform how governments achieve their missions. This dynamic team works closely with federal, state, and local governments to empower public servants with secure, compliant AI tools. As a Proposal Manager, you will be responsible for crafting clear, persuasive, and compliant written materials that communicate OpenAI’s value to government customers.The role involves collaborating closely with cross-functional teams, including capture leads, technical subject matter experts, legal, and product teams, to produce high-quality proposals, RFx responses, white papers, and related materials. This is an ideal position for someone who thrives on turning complex technical ideas into compelling narratives and enjoys working in a fast-paced environment.

What You Will Do
- Drive capture and proposal strategy by coordinating with Capture and Sales leadership to identify opportunities and develop deal qualification processes.
- Develop proposal content, including writing, editing, and formatting proposal sections and supporting documents to ensure clarity, consistency, and alignment with solicitation requirements and OpenAI’s mission.
- Create tools using OpenAI products for developing whitepapers, proposals, RFI responses, and other documentation.
- Develop pricing for ROMs and proposals, including price-to-win strategies and writing pricing volumes.
- Coordinate across teams, gathering inputs, clarifying technical concepts, and ensuring submissions reflect the best of OpenAI’s capabilities.
- Ensure compliance by reviewing solicitations, amendments, and instructions to meet government acquisition regulations and submission requirements.
- Support proposal production, contributing to proposal schedules, outlines, and compliance matrices, and assist with document management, version control, and final production.
- Maintain a knowledge base by helping build and refine a content library, templates, style guides, and reusable materials to improve proposal efficiency and quality.
- Contribute to strategic messaging by working with capture leads to identify win themes and value propositions, integrating them effectively throughout written deliverables.
- Engage with frontier AI technologies and public sector missions, gaining increasing ownership of writing and messaging strategy over time.
What We Are Looking For
- 5–10 years of experience writing and editing technical proposals or RFx responses for government customers (federal or state/local).
- Strong understanding of government proposal structures and common acquisition frameworks (e.g., RFP, RFQ, IDIQ, GWAC, CSO).
- Exceptional writing and editing skills, with the ability to translate complex technical concepts into clear, persuasive narratives for both technical and non-technical audiences.
- Experience working with cross-functional teams under tight deadlines.
- Highly organized, detail-oriented, and able to manage multiple projects simultaneously.
- Ability to learn and adapt quickly in a fast-paced, dynamic environment.
- Familiarity with AI technologies and their applications in the public sector is a plus.
- Strong analytical and problem-solving skills, with the ability to think critically and creatively.
Nice to Have
- Experience with OpenAI products (ChatGPT, Codex, etc.) or similar AI technologies.
- Knowledge of government contracting regulations and compliance requirements.
- Familiarity with content management systems and collaboration tools.
- Certification in proposal management or a related field.
- Experience in a role that involves strategic planning and messaging development.
