About the Role
The Senior Program Business Analyst role at ICF is a remote position based in Texas, focused on supporting complex state or federally funded health initiatives. As a key member of the team, you will conduct analytical and operational activities, lead defined analytical tasks, and develop recurring reporting products. Your expertise will be crucial in ensuring reporting accuracy and compliance alignment, translating data into actionable narratives for internal leadership and external stakeholders.The role requires a high degree of autonomy, with the ability to manage multiple concurrent workflows and deadlines. What You Will Do
- Conduct analytical and operational activities in support of complex health initiatives
- Lead defined analytical tasks related to program performance, implementation monitoring, and reporting requirements
- Develop and maintain recurring reporting products and structured documentation aligned with state and federal grant requirements
- Reconcile financial and performance data to ensure reporting accuracy and compliance alignment
- Translate qualitative and quantitative data into clear, actionable narratives for internal leadership and external stakeholders
- Maintain and improve tracking systems for procurement, grant administration, deliverables, and reporting cycles
- Identify documentation gaps, tracking inconsistencies, or operational risks and escalate issues appropriately
- Support audit preparation, monitoring activities, and structured program governance processes within compliance-driven environments
- Collaborate across workstreams to ensure milestones and reporting obligations are met in high-volume implementation settings
- Participate in up to 25% travel for work-related activities
What We Are Looking For
- Bachelor’s degree in public health, public administration, business administration, health policy, data analytics, economics, or related field
- Minimum 4 years of experience supporting grant-funded, public-sector, or healthcare programs
- Experience supporting state or federally funded initiatives preferred
- Experience preparing structured reports, dashboards, or analytical summaries in compliance-driven or audit-visible environments
- Experience reconciling financial and performance data to support reporting accuracy
- Ability to independently manage multiple concurrent workflows and deadlines
- Experience supporting healthcare, public health, Medicaid, rural health, or safety-net provider programs preferred
- Strong analytical, communication, and problem-solving skills
- Ability to work in a fast-paced environment and meet deadlines

- Master’s degree in a related field
- Certification in business analysis, project management, or a related field
