About the Role
The Strategy & Operations - Corporate Telecom Compliance Manager is a critical role at Twilio, responsible for leading the strategic execution and governance of telecommunications compliance for a portion of the business. As a compliance subject matter expert, you will navigate the complex intersection of global regulation and product innovation, safeguarding Twilio's reputation and ensuring the company remains trusted and compliant. This is a high-visibility individual contributor role that requires strong analytical skills, exceptional communication abilities, and the ability to partner cross-functionally to drive innovation and mitigate risks.The successful candidate will have a deep understanding of global telecommunications regulations and a proven track record of managing complex compliance initiatives. What You Will Do
- Establish and execute country-level programs that align with Twilio's short-term and long-term telecom compliance strategy
- Manage weekly compliance operating rhythm for assigned countries, triaging developments and escalating critical issues to senior management
- Identify potential compliance risks and work cross-functionally to implement mitigation strategies
- Own the corporate governance of regional initiatives, maintaining internal policies and procedures that ensure adherence to international telecommunications standards
- Partner with Product and Engineering teams to drive innovation in compliance initiatives and identify potential monetization opportunities
- Collaborate with internal functions to develop training materials and educate employees on evolving regulatory requirements
- Update senior leadership regularly on strategy execution and performance
- Develop and maintain relationships with key stakeholders, including regulatory bodies, industry associations, and external partners
- Stay up-to-date with emerging trends and regulatory developments, applying this knowledge to inform compliance strategy and drive business growth
What We Are Looking For
- 4+ years of experience in strategy and operations, program management, telecom policy, regulatory compliance, or equivalent
- Proven ability to program manage complex cross-functional projects and lead operational meetings with diverse stakeholders
- Strong analytical skills, with the ability to use data to drive strategy and report to executive leadership
- Exceptional written and verbal communication skills
- Experience working in a fast-paced, dynamic environment, with a strong ability to prioritize tasks and manage multiple projects simultaneously
- Strong understanding of global telecommunications regulations and industry trends
- Ability to work independently and as part of a distributed team, with a strong commitment to collaboration and open communication

- Experience working in a remote-first environment, with a strong understanding of the challenges and opportunities of remote work
- Familiarity with Artificial Intelligence (AI) and its applications in compliance and regulatory affairs
- Certification in a relevant field, such as compliance, risk management, or telecommunications regulation
