About the Role

The Technical Advisor III role at Catholic Relief Services (CRS) is a critical position that contributes to the development of emergency response and recovery strategies at a regional or global level. As a Technical Advisor, you will provide technical advice and leadership in program quality and management aspects of emergency response and recovery, ensuring that CRS' programming is effective, adaptive, and innovative. You will work closely with country program teams, regional teams, and headquarters staff to advance the delivery of high-quality programming to the poor and vulnerable.

The role requires a strong background in emergency response, program design, and risk management, as well as excellent leadership and communication skills. You will be expected to provide rapid deployment leadership focused on program quality and management for breaking and ongoing humanitarian responses, including emergency programming in conflict-affected areas and responses to natural disasters.

What You Will Do

  • Provide technical advice and leadership in program quality and management aspects of emergency response and recovery
  • Contribute to the design, advocacy, and implementation of agency-wide strategies, standards, tools, and best practices in emergency response and recovery
  • Ensure a cross-sectoral approach that integrates gender, protection mainstreaming, and disaster risk reduction
  • Provide technical solutions globally, for regional and/or country program teams, for strategic planning and program design and implementation standards
  • Take on acting emergency leadership roles and support the setup and/or management of emergency field offices, teams, humanitarian programs as requested during field deployments
  • Support and/or provide leadership for operational functions such as security, staffing, supply chain/logistics, finance, IT/communications, and administration, as needed
  • Contribute to HQ, regional, and country program teams to advance the delivery of high-quality programming
  • Engage with PIQA, Business Development, and regional colleagues to bring a humanitarian lens to discussions on broader program quality initiatives
  • Contribute to agency-wide risk management efforts by conducting holistic risk assessments and providing technical leadership to country program teams on effective risk mitigation
  • Contribute to knowledge management and learning through the collection and analysis of lessons learned and best practices in emergency response and recovery

What We Are Looking For

  • At least 5 years of experience in emergency response, program design, and risk management
  • Strong background in program quality and management, with experience in emergency response and recovery
  • Excellent leadership and communication skills, with the ability to work in a fast-paced, dynamic environment
  • Experience in humanitarian response, including emergency programming in conflict-affected areas and responses to natural disasters
  • Strong analytical and problem-solving skills, with the ability to think critically and strategically
  • Experience in staff management and supervision, with the ability to motivate and guide teams
  • Fluency in English, with strong writing and speaking skills

Nice to Have

  • Experience in Excel and other Microsoft Office applications
  • Knowledge of humanitarian response principles and standards, including SPHERE and Core Humanitarian Standard
  • Experience in emergency response and recovery in a developing country context
